Position Description
CGI Federal is seeking qualified applicants for on-site customer support to U.S. Cyber Command (USCYBERCOM) located near Fort Meade, MD. USCYBERCOM is a USSTRATCOM Component whose mission is to operate and defend the Department of Defense (DoD) Global Information Grid (GIG). More specifically, "USCYBERCOM plans, coordinates, integrates, synchronizes and conducts activities to: direct the operations and defense of specified Department of Defense information networks and; prepare to, and when directed, conduct full spectrum military cyberspace operations in order to enable actions in all domains, ensure US/Allied freedom of action in cyberspace and deny the same to our adversaries." The qualified applicant will help provide CGI Federal’s support to USCYBERCOM in the execution of current Computer Network Defense (CND) and Information Assurance (IA) policies and procedures, with the goal of assured information availability, protection, and delivery in order to enable decision superiority to the warfighter. The applicant will be involved in a wide range of CND and IA activities related to the secure operation of the GIG.

Principle Duties and Responsibilities

The Cyber Planner provides planning, policy, requirements, and integration support for DoD Combatant Commands. 
Responsibilities include identification and development of mission enhancement opportunities, reporting on evolving Cyber policy trends and issues, and review and evaluate IO policy directives/documents. Conduct research that focuses on rapidly emerging cyber warfare threats, and the methods and processes employed by adversary employment of cyber warfare techniques, as well as offensive capabilities. Conduct engineering design and development to create technical capabilities that offer Cyber solutions to CYBERCOM. Recommend investments in hardware and software capabilities that will ensure cutting edge analysis and development of cyber warfare intrusion sets and TTP. The Cyber Planner will provide support to an enhance Cyber requirements analysis and tracking process, including highly focused studies and analyses to support development of processes for the identification, refinement, and prioritization methodology of Cyber requirements.

Required Knowledge, Skills, Abilities and Competencies

• Active Top Secret / SCI Clearance; CI-Polygraph eligibility
• Experience in application of Information Assurance (IA) and Computer Network Defense (CND) concepts, practices, and tools.
• Strong information security/ cyber security background.
• Ability to communicate complex technical and programmatic information, often in the form of verbal and visual operational updates, situation reports, and briefings.
• Self-starter with the ability to work independently.
• Strong Writing and Presentation Skills.
• Ability to work well in a team setting.

Additional Requirements

• Bachelors degree and 5 years relevant experience. 4 additional years of experience in lieu of degree.
• Requires technical writing, preparation and delivery of briefings Attendance at conference and seminars, and scheduling and coordination meetings/deliverables,
• Provide direct support to Government action officers in creating and coordinating Cyber courses of action based on developed requirements.
• Must possess a relevant industry standard certification in accordance with the DoD 8570 series of regulations at the Information Assurance Technical (IAT) Category Level II or higher
