Education
Minimum of a two year college diploma or university degree in a business / information technology related discipline or equivalent experience.
A history of ongoing education. Additional assets might include: PMP Certification (PMI Member, CIPS ISP designation, CBAP Certification, etc.).


Experience
Experience in managing staff.
Minimum 5 years’ experience in Information Technology.
Minimum 3 years’ experience with Program and/or Portfolio Management.
Minimum 5 years’ experience in a Project Management role.
Minimum 5 years’ experience managing solution implementations in a client relationship management role.
Minimum 5 years’ working with business process design, definition and/or re-design.
Experience in the gaming industry an asset.


Knowledge
Knowledge of SIGA’s guiding principles, structure, and First Nation culture.
Understanding of Program and Portfolio Management principles.
Understanding of Project Management principles.
Understanding of Procurement processes and practices including the pre-qualification and bid evaluation process for consultants, contractors, and other outside vendors.
Understanding of requirements management and business analysis principles.
Knowledge of Business Intelligence and Analytics.
Knowledge of the system development life cycle.
Understanding of agile project management and business analysis.
Understanding of system and process quality assurance methodologies.
Understanding of develop Project Management environments and IT change management methodologies.
Understanding of Organizational Change Management principles.

Condition of Employment
Must consent to a background check in order to qualify as a gaming employee
Must obtain and maintain a gaming employee Certificate of Registration from the Saskatchewan Liquor and Gaming Authority (SLGA)
Must be 19 years of age or older



Other Information
Standard office environment
May be required to work overtime and occasional weekends.
Willing to travel for operational needs and possession of a valid driver’s license.

Main Duties
Reporting to the Senior VP of Finance & Administration, this position provides overall Program Management for all activities within the PMO. In addition, this role will also be an active Project Manager on key projects as required. Project types may span from IT to Business to Construction and can scale in scope from small projects of less than 3 months to Enterprise-wide, multi-year projects.

The PMO has a strong foundation with existing tools and templates that will need to be monitored for continuous improvement on an ongoing basis. The Director will be responsible for ensuring adherence to the existing Governance structure by both Clients and the PMO team members. Document and artefact management, strong communications and change management experience are essential to this role. The Director role will be hands on defining and facilitating and/or supporting communications plans, change management strategies and championing the project as required within and across business units. This role is a liaison between the business and IT and is responsible for coordinating activities across and between same. In addition, the Director may also be responsible for managing vendor(s) relationships and will work closely with the assigned Project Manager and/or Business Analyst for each project. A collaborative, win-win, team mentality is critical for success in this role.

The Director is expected to bring wide and varied experience and skills to SIGA from both a business and technical perspective. Customer relationship management and excellent interpersonal skills are critical to ensuring an engaged and collaborative project and team environment.
