Salary Range (annual salary): The Bank offers a competitive total compensation package with starting salaries, based on qualifications, generally ranging between $78,942 and $98,678* (job grade 18).

Job Summary

Reporting to the Assistant Director of HR Business Partnerships, you lead the domestic and international relocation program and immigration activities related to recruitment, as well as external mobility activities such as secondments, leaves and sabbaticals for the Bank of Canada. With your in-depth understanding of the Bank’s business needs, you act as a strategic adviser on these matters to the Bank’s business leaders.

Central Responsibilities

•advise senior management and managers on the implications of regulatory changes and process issues, identifying risks and opportunities as they arise; share expertise and views at management meetings, through one-on-one discussions with managers, and by developing strong relationships with HR colleagues; relied on to prepare reports and/or briefing notes for management as required

•research developments in relevant policy areas, monitor policy compliance where required, proposing reviews as needed, always mindful of the Bank’s underlying culture and strategic objectives; when reviews are called for, provide the leadership to coordinate input from stakeholders, liaise with external parties, and develop coherent and comprehensive policy

•as a compliance officer, ensure that effective mechanisms are in place to track and monitor activities and required documentation

•act as the focal point for vendor management and oversight of the Bank’s relocation service provider and third-party service providers, ensuring that service levels are met, troubleshooting if issues arise

•for out-going assignments, secondments and leaves, liaise internally and externally with stakeholders (e.g., managers in the home and host locations, the employee and HR in the host organization) to develop business cases, generate cost estimates including taxation requirements, document agreements and obtain approvals as well as coordinate activities throughout the term

•act as budget authority for the above expenses; oversee the day-to-day work of an Administrative Coordinator and work closely with Recruiters and HR Business Partners

•as a member of the HR team, regularly called upon to contribute to the development and implementation of HR programs and policies

Key Requirements

•university degree in a relevant field of study with a minimum of eight years of related experience (an equivalent combination of education and experience may be considered)

•English and French essential

•linguistic requirement: minimum starting level – 4, functional in second official language (training will be provided to help the selected candidate reach the required level of fully functional)

•technical knowledge of and experience in developing or managing relocation, immigration and expatriate management policies and programs

•excellent written and oral communication skills

•excellent relationship management skills to build and maintain networks throughout the organization, across business units and with external partners and stakeholders, as well as to effectively influence and collaborate with all parties

•strong analytical and problem-solving skills

•ability to bring a balanced view to situations by accommodating corporate strategic direction with attention to detail and an awareness of risk and compliance issues

•ability to appropriately manage and filter confidential, sensitive and time-critical issues

•ability to coordinate the work of internal and external stakeholders to achieve business goals within prescribed time lines and budget

•generalist knowledge of Human Resources

•a specialist certification or accreditation in relocation, global mobility or immigration
