(annual salary): The Bank offers a competitive total compensation package with starting salaries, based on qualifications, generally ranging between $91,074 and $113,843* (job grade 19).

Department info

Information Technology Services (ITS) is the primary information technology service provider for the Bank of Canada and, as such, facilitates the fulfillment of the Bank's mandate. It is composed of Bank staff supplemented by contractors, consultants and external service providers. IT Services is a flexible, adaptive organization that aims to exceed client expectations for consistent, high-quality service provision.

Job Summary

The Project Manager (PM) is accountable for leading a project team in delivering solutions to clients on time and within budget. The PM has overall performance responsibility for managing scope, cost, schedule and contractual deliverables, which includes applying project-management methodologies for planning, tracking, change control and risk management. Projects typically involve multiple systems and affect more than one area. The PM coordinates the input, support and communication with all functional areas that have an impact on project scope, business value, risk and resource requirements.

Central Responsibilities

• lead medium to large projects and provide advice and guidance to others on matters relating to project-management practices and methodologies
• lead the specification and implementation of a large, complex, multi-year technical project/program in line with organizational project-management standards, policies and principles
• analyze the requirements with the business leader and/or project sponsor, determine the strategy for the project proposal and evaluate the feasibility; lead the development of a project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements and allotment of available resources to various phases of the project; negotiate significant changes in project specifications or scope with the project sponsor/client
• provide formalized, continuing work direction and leadership to assigned team(s)
• manage scope of projects within program and ensure that risk-management practices are in place
• create a healthy work climate for the project team by providing clear direction and effective delegation of work and by providing input to the Program Manager to support the professional development of each team member
• track, monitor and communicate project progress against the project plan, requirements, quality measures, standard processes and milestones
• facilitate the definition of service levels and requirements
• work with colleagues and partners to solve significant problems and implement changes
• communicate status to management, clients and stakeholders
• work with resource manager to identify appropriate resources and manage their integration into the team

Key Requirements

• bachelor’s degree in computer science, engineering, business administration or other related discipline, or an equivalent combination of education and experience
• PMP certification or an equivalent of 2,000 hours of project-management work

and

• minimum of 10 years of project-delivery experience in a large services environment

in addition

• English and French essential
• functional in second official language (training will be provided to help the selected candidate reach the required level of fully functional)
• demonstrated ability to deliver large-scale, complex projects; knowledge/use of project-management methods and practices, including planning and execution
• understanding of the fundamentals of computer systems; advanced knowledge of project-management life cycle and tools and system development life cycle
• demonstrated experience in setting priorities and monitoring projects and initiatives and in ensuring follow-through
• solid analytic and problem-solving skills with the ability to make sound decisions and judgments
• ability to think conceptually
• ability to coach and obtain co-operation from others to achieve common goals, with well-developed leadership skills
• solid interpersonal skills (team player): shares expertise, provides constructive feedback and contributes ideas to achieve common goals
• strong communication skills, both oral and written
• proven ability to present information clearly and concisely

• ITIL certification
