Reporting to the Director of Security and Facilities Services, the Manager of Security Risk Management is responsible for identifying current and emerging risks through continuous risk/threat assessments and horizon scanning to accurately define and analyze security trends and to assist in evolving the Bank’s security program (personnel, physical assets and information) with the development of appropriate safeguards. The new position addresses this responsibility with the assistance of a team consisting of two or three analysts working on three primary functions: risk and threat assessment; liaison with external partners (central banks, law-enforcement agencies and financial sector participants); and security awareness directed at two levels: broad general awareness of security policy and best practices, as well as targeted awareness sessions that include programs tailored for senior executives.
•review, analyze and assess all security-related information from internal sources, external sources and research relating to information technology, physical security and personnel security, to provide an integrated view; and recommend adjustment in levels of risk for the Bank where required •develop and implement sound analytical processes that contribute accurate and current information for the Bank’s requirements such as a balanced scorecard and risk and analytical reports •assist Security Management leadership to analyze and assess threat and risk concerns and appropriate remediation where required•coordinate security awareness with an overall goal to communicate security information and increase awareness of security roles, responsibilities, procedures and issues within the Bank to mitigate internal risks and obtain staff buy-in and understanding of the Bank’s security objectives•provide periodic, structured briefings to Bank staff, including senior executives, employees and security personnel, to maintain a timely, integrated and accurate view of risks, to assist in identifying and developing appropriate mitigation strategies and to reduce risks to critical functions•establish and maintain networks through meetings, and provide updates with internal clients, senior management and external contacts•carry out all related management duties for work unit, including supervision, performance management and development of the team
•master’s or bachelor’s degree in criminology or related field of studyand •10 years of experience in various threat-/risk-assessment environments such as law enforcement or government, the financial sector and private sector security functionsin addition•English and French essential•functional in second official language (training will be provided to help the selected candidate reach the required level of fully functional)•extensive knowledge of risk and threat assessments and horizon scanning tools, methodologies and techniques•experience in database research and management and with analytic or security system tools •ability to understand and make linkages between global, national and local events and their potential impact on the Bank’s security •proven leadership and management experience•proven ability to manage and maintain relationships with a variety of internal and external organizations/partners •proven ability to manage, prepare and analyze data •proven ability to develop concise and articulate reports•ability to present information with authoritative tact, credibility and diplomacy•strong knowledge of or experience in information technology, cyber security and/or information security best practices •proven ability to develop and manage high-functioning teams•general knowledge of the economic or financial systems framework, such as the Canadian banking sector and central banking systems•knowledge or experience working with audit, process or control frameworks
•preferred professional designations in risk or security management, audit, information technology or information security from organizations such as IC2 and ASIS International
