The Payroll Specialist works in an HR Centre environment and is one of seven positions in the Payroll, Pension and Benefits team. Reporting to the Manager of the team, the Payroll Specialist is responsible for researching and analyzing payroll-related data and information to ensure compliance, standardization and consistency in the processing and execution of the Bank’s payroll and for responding to the more complex payroll questions, performing data analysis and actively participating in the development of new procedures. The Payroll Specialist provides ongoing guidance and coaching to the Payroll Service Representative on complex payroll issues and provides advisory services to the Client Service Representatives and other senior HR Consultants on payroll questions of a general nature. The incumbent is also responsible for testing SAP HR/Payroll system changes.
•responsible for the timely processing of the Bank of Canada’s gross annual employee biweekly payroll as well as the gross annual pensioner (monthly) and director (quarterly) payrolls to meet the predetermined payment transfer schedule •responsible for processing payments to employees, pensioners and members of the Board of Directors outside of the normal payroll cycle when required •ensure that all tax remittances are balanced and remitted as per the established schedules to avoid late assessment penalties•confirm to Accounts Payable the amount of the net payroll to be transferred to the Royal Bank of Canada•prepare, reconcile and submit on a monthly basis the Mercer Benefits Interface file (outbound); receive the monthly benefit deduction change file from Mercer Consulting (inbound), reconcile all refunds and monitor employees on leave to ensure that no new deductions are processed•reconcile on a monthly basis federal and provincial tax remittances; investigate any identified discrepancies between the total remittance posted in the financial system, the amount reported on the PD7A form and the year-end reporting summaries to determine the cause and rectify the problem to eliminate operational risk•complete and file the required documentation to the Employment Insurance Commission for the renewal of the Bank of Canada’s reduced employment insurance rate
•post-secondary degree/diploma in a field related to business administration and/or human resourcesand •minimum of five years of experience managing full-cycle payroll, preferably in an organization of 1,000 or more employeesor•an equivalent combination of education and experience may be consideredin addition•English and French essential •linguistic requirement: functional in second official language (training may be provided to help the selected candidate reach the required level of fully functional) •very strong knowledge of Microsoft Excel•sound knowledge of the methods, techniques and practices required for the effective and efficient provision of payroll services•knowledge of verification procedures and payroll computations to resolve more complex payroll issues•qualified as a Certified Payroll Manager or working toward certification•ability to work both independently and as part of a team•excellent communication skills with the ability to interact with internal and external resources; strong customer-service orientation•strong analytical skills
•fully functional in second official language•proficiency with SAP HR/Payroll automated system
