The Funds Management and Banking Department (FBD) is a key player in two of the Bank of Canada’s core functions: funds management and the financial system. FBD consists of business teams that carry out the work of the department, as well as a Strategic Leadership Team that sets overall direction.The banking operations business line performs numerous activities in support of key responsibilities of the department. It is primarily involved in the Bank’s funds management function, but also supports the financial system function by providing services to payment, clearing and settlement systems and their participants. The main activities include:•settlement services, including standing liquidity facilities and collateral administration to direct participants of the Large Value Transfer System and the Automated Clearing Settlement System•payment and settlement services in support of the Canadian Depository for Securities, the Continuous Linked Settlement Bank and the Bank Note Distribution System•payment and securities services to a number of other clients, including the Government of Canada, foreign central banks, selected foreign financial organizations and other departments in the BankThe banking operations business line is composed of Payment and Settlement Operations (PSO) and the Business Development and Centre of Excellence (BDCE) team, which provides business expertise, business and policy analysis, and systems support to the banking operations business line.
Under the general direction of the Assistant Director and Principal Analyst, BDCE, you provide analytic support relevant to banking operations. This work ranges from operational risk management to the analysis of specific business issues such as client services and fees. This work requires a broad understanding of payment, clearing and settlement systems in order to fully appreciate the implications for the business line. The position requires strong analytical, writing and presentation skills, and an interest in operational issues. You work independently or closely with other analysts or operational staff on the BDCE and PSO teams, depending on the project and the skills required.
•identify and analyze issues relevant to the banking operations business line•prepare written and oral briefings to management on matters related to the responsibilities of the function, and make policy recommendations•function as an internal subject-matter expert in banking operations, operational risk, and payment, clearing and settlement systems generally•seek opportunities to integrate other work disciplines/fields of expertise to increase the effectiveness of strategies, policies and programs
•master’s degree in economics or finance or other relevant discipline(s)•a minimum of two years of relevant professional experience •strong analytic and problem-solving skills that are used to provide sound advice and recommendations•demonstrated ability to think conceptually and to translate concepts into concrete actions•demonstrated ability to write clearly•an interest in banking operations and related issues•strong communication skills•ability to work independently•strong teamwork skills, including the ability to influence and coach others in setting objectives and achieving results in a timely manner
•strong knowledge of or experience with the Bank of Canada’s work in banking operations•knowledge of payment, clearing and settlement systems and financial system issues more generally
