Position Summary
Inspect properties within the City of Kingston to assure compliance to the Property Standards Bylaw and Yards Bylaw;
Resolve complaints, provide information and guidance concerning property standards issues;
Carry out inspections in accordance with the Ontario Building Code Act, relating to property standards and be familiar with the Act and applicable orders;
Work closely with all members of the business unit and liaise with other internal business units as required;
Make referrals to other departments and agencies;
Issue notices and orders;
Attend court, tribunals and appeals committee meetings;
Follow City of Kingston’s policies and code of conduct;
Perform other duties as assigned.
Qualifications, Competencies
2 year diploma in Law and Security, Police Foundations or equivalent;
Two (2) years of related experience in Property Standards enforcement;
Member of the Property Standards Association or willingness to join upon hire;
Ontario Association of Property Standards Officers certification preferred;
Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.
Skills, Abilities, Work Demands
Must maintain a high degree of tact, confidentiality and have excellent public relations skills;
Experience working with Microsoft Office;
Experience working with CityView and other GIS mapping tools would be preferred;
Ability to deal with the public and communicate clearly both verbally and in writing;
Ability to prepare and give evidence at tribunals, appeals meetings, and court with a high degree of accuracy;
Ability to handle stressful situations on a regular basis;
Ability to work in disorganized, messy, damp and cluttered environments, small/confined areas, including crawlspaces and basements, etc.;
Ability to perform the essential duties of the job and be willing to work outside in all environments;
Ability to work with minimal supervision and be a self-motivated;
Must possess and maintain a valid Class G drivers license and provide own transportation;
Must obtain and maintain a satisfactory CPIC (Criminal Record Check), including Vulnerable Sector, at candidate’s own expense;
Must be available to work nights and weekends if required.
