Job Description:

An independent, not-for-profit organization, OTN is funded by the Government of Ontario.

OTN is seeking a dynamic, highly analytical individual to join our Strategy team. The incumbent will work closely with internal clients and external stakeholders to set OTN's strategic priorities and ensure that telemedicine is integrated into our key partners' strategic plans. We are looking for a strategically minded candidate, with a strong business sense, a demonstrated ability to see the bigger picture, and who is capable of learning fast and moving up the ranks. Candidates with experience in policy development and evaluation, especially in healthcare, will have a distinct advantage. This role is located in the Toronto office and will report to the Director, Strategic Planning & Policy.

Responsibilities and Activities:

- Support strategic partnering initiatives with OTN's healthcare sector partners (LHINs, regional health systems, provincial agencies and associations, etc.) to integrate telemedicine and other virtual care solutions into program development and strategic/clinical program plans
- Support Strategic Planning & Policy team to design and elaborate OTN's coherent policy positions on business and strategic issues related to the mainstreaming of telemedicine in Ontario
- Conduct jurisdictional scans, sector/market analysis, business intelligence gathering, literature reviews, and policy research and analysis to support strategic and business planning products
- Lead the research and analysis required to support OTN's virtual care stewardship and policy functions
- Provide consultative and analytical support regarding interpretation and presentation of data; prepare ad hoc reports to assist with the corporate priorities, projects and decision-making
- Analyze, understand, and synthesize complex problems and information into concise and simplified information, presentations, and policy documents
- Apply a deep understanding of health system policy initiatives and funding reform instruments to review and edit policy documents for presentations, publications, and as assigned by the manager
- As assigned, be part of the team to support through research, develop, analyze, coordinate, and assess planning and policy options in various projects
- Perform work in accordance with the provisions of the Occupational Health and Safety Act and Regulations and all other corporate/departmental policies and procedures

Qualifications and Attributes:

- Undergraduate degree in Business, Public Policy, Economics or other relevant discipline is essential; graduate degree (e.g. MBA, MA, MHSc, MHA, MPA) would be highly advantageous
- 4+ years' experience in strategic planning, policy or related role; relevant experience in the healthcare sector not essential but considered advantageous
- Knowledge of, and experience with, government policy design, development and approval processes would be strongly advantageous
- Exceptional writing skills, along with an ability to present solutions and results from complex analysis in a clear and compelling manner
- Effective communication and interpersonal skills with all levels of staff including senior leaders and various other internal/external client groups
- Superior analytical skills, especially in support of strategic planning and decision-making
- Exceptional problem solving capabilities that can be applied within a complex and dynamic environment
- Good working knowledge of telemedicine in Ontario would be advantageous, with a strong conceptual grasp of how virtual care solutions can impact clinical settings and patient outcomes; direct exposure to virtual care clinical practice would be highly advantageous
- Knowledge of Ontario's healthcare landscape
- Strong grasp of health policy, and health system funding reform instruments and other payment/funding models
- Awareness of emerging IT trends and their impact on healthcare delivery
- Demonstrated ability to establish strong client relations within an organization, collaborate effectively and maintain outstanding service delivery standards
- Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic/experience requirements
- Required to undergo a criminal reference check
