Position Summary

Reporting to the Director, Redevelopment, Facilities and Support Services, the Manager of Planning provides overall capital planning leadership and direction in creating safe and high quality care environments. The incumbent will be responsible to deliver services including capital planning, functional programming, project management, space, furniture and interior design standards, space management (including chair of the space committee), and administer capital redevelopment projects as directed. This position will have a strong focus on customer service, balanced with finding departmental and organizational solutions while managing competing priorities. This will require the Manager of Planning to collaborate closely with a multi-disciplinary team of hospital staff, clinicians, service providers, contractors and others in the delivery of capital projects. Deliver all capital projects implementing best practices for project management, communication, health & safety, infection control, construction management, commissioning and risk management while meeting scope, schedule, cost and quality targets. Understands, prepares and submits capital proposals to MoHLTC. Provides financial reports and ensures the capital development projects are within the financial and operational goals of the hospital. Maintain a project tracking system, providing regular status reporting to senior leadership and stakeholders.

Required

Experience:

A university degree in design, planning or project management related field, bachelors preferred. Minimum 7 years’ experience in healthcare facilities planning and capital redevelopment projects. Working knowledge of healthcare, hospital operations and a full understanding of the practice of Strategic Planning, Program Planning and processes in an acute health care setting. Proven management and leadership competencies. Demonstrated knowledge of preparing project schedules, budgets and reports. Superior analytical, problem solving, time management, communication and conflict resolution skills. Excellent written and verbal communication skills. Ability to multi-task in a fast paced team setting. Experience with MS Project, Word, Excel, Autodcad

Key leadership initiatives for the new Manager of Planning will be to:
• Maintain a strong and constant planning presence in all team meetings as well as during planning and design decisions
• Support the vision for clinical and non-clinical space program service delivery, work flow process redesign and planning, and ensure that the existing strategic and tactical plans are consistent with the organization’s overall vision.
• Diagnose the core planning issues and gaps currently facing the organization and provide implementation strategies to support development and execution of such strategies
• Identify opportunities to implement capital/operational/clinical efficiencies and optimizations to enhance patient, public and staff experience
• Collaborate with users on departmental/service plans to facilitate alignment between equipment, workflow, facility design and enabling technologies
• Consider sequencing, timing and risks all acquisitions required to meet project schedule, taking into consideration procurement and supply chain timelines.
• Works collaboratively with clinical services, clinical support (pharmacy, MDRD, imaging etc) non-clinical support services (Facilities, EVS, Food, Porter etc) teams to ensure planning requirements are integrated into both the design, equipment list, construction and commissioning.
• Effectively engage key organizational stakeholders including clinical users, and external vendors ensuring effective change management benefits and realisation
• Develop, manage and execute full procurement lifecycle for RFx for goods and services to engage consultants, vendors and suppliers, working within BPS rules, Quinte Health procurement policies and procedures, and procurement partners (3SO)
• Ensure efficient project management principles and practices are in place to manage a highly demanding project on time and within budget
• Participates in the development of quality standards, controls and procedures, ensuring that all solutions are in compliance
• Cultivate key relationships internally and externally, specifically vendor management and the senior leadership team
• Participate in various meetings such as Steering Committee, ICAT Working Group, User Groups and Design Team
• Facilitate involvement of existing Quinte Health specialists into the project as required
Qualifications & Skills:
• A bachelor degree in design, planning or project management related field,
• Minimum 7 years’ experience in healthcare facilities planning and capital redevelopment projects.
• Experience and understanding health facility planning, operations and systems
• Experience in managing local and remote teams, full time staff, contractors and vendors
• Exceptional ability in working with users to define specific needs and functional requirements, while adhering to the framework of corporate facilities standards so as to maintain a cohesive and effective healthcare facility environment
• Good understanding of the MoHLTC Capital Branch 5 Stage Capital Planning Process, prepare and submit capital proposals.
• Exceptional ability to communicate with multidisciplinary user groups and developing clear scope, cost and schedules that align with organizational objectives
• Skill in development of facility, finishes, furniture and equipment standards
• Experience in supporting/leading large scale capital development projects
• Skilled negotiator who is able to bring consensus to challenging issues
• Autocad skills would be an asset
• Exceptional verbal and written communications skills

Duties

The Manager of Planning will be instrumental in the implementation of strategic facilities planning and management for both new and existing hospital facilities for Quinte Health. This role provides direction and leadership to supports safe, effective and efficient spaces where quality patient care is delivered. The Manager will also be providing insight and leadership in development of the facilities master plan and inspirational healing environments that supports the organization’s strategic priorities of high quality care, healthy workplace, strong partnerships, impactful technology and a culture of patient and caregiver leadership.

As the Manager of Planning you will work with a team of project professionals. You will be skilled in planning and design, administration, furniture and equipment, clinical operations, construction and project delivery. Reporting to the Director, Redevelopment, Facilities and Support Services, this role is assigned to work as a dedicated member of the redevelopment Project Team. You will ensure that an appropriate vision for facilities planning is present and integrated into the planning, design and implementation of all Capital Projects (including the PECMH major redevelopment project) and existing facilities. You will support the execution of projects while collaborating closely with leaders and frontline staff across the organization.
