Job Summary

The HR and SAP Specialist provides advice, guidance and support to the Human Resources management team on the application, appropriate use, enhancement and updating of all SAP HCM modules in use at the Bank of Canada. The incumbent is the subject-matter expert on SAP HCM functionality and modules, identifying opportunities and mitigating risks associated with SAP HCM and related third-party applications. The incumbent is responsible for working with HR process owners to assess needs and document business requirements for solutions to current or emerging business issues. The incumbent is required to work closely with project managers, the HR representative, contractors and other third-party providers to ensure that business requirements are delivered and functioning according to documented specifications.

Central Responsibilities:

•conduct problem analysis and advise clients on potential SAP HR modules, process changes and re-engineering opportunities; lead clients through the definition of user requirements and conduct the impact assessment of proposed changes to SAP ERP and related systems, tools and applications

•consult, in confidence, with specialist groups (IT, HR, Finance, Legal, Security, Project Management and IT vendors, where appropriate) to develop options and make recommendations

•facilitate with clients, HR representative, SAP Relationship Partner or other third-party providers the preparation of technical specifications, including scope, schedule and cost of day-to-day, enhancement and project deliverables and present for approval; ensure that solutions meet client needs and are aligned with corporate business direction

•manage with the clients (internal and external to HR), as well as the HR representative and SAP Relationship Partner, any clarification of scope, scheduling or cost issues that require negotiation or problem solving within specified contracting and pricing modules for IT contracted work

•approve system requirements for SAP ERP solutions to meet business objectives, including management controls and measures, as well as technical solutions, to ensure that systems meet business requirements and deliver defined benefits; ensure that proposed solutions comply with other Bank obligations and policies

•integrate new HR and/or business procedures/policy requirements into HR process maps and provide recommendations for the timing of system upgrades or enhancements to ensure that systems capture regulatory and business change requirements

•ensure that the implementation of new/revised business processes and enhancements to the SAP ERP system include comprehensive user acceptance testing as well as updates to online systems documentation and training materials, and oversee updates to internal operational documentation, including standard operating procedures (SOPs) and business process procedures (BPPs); also provide user business process training when required

•provide subject-matter advice and guidance to HR Leadership team on SAP ERP HCM capabilities in support of performance issues, change requests, break-fix issues, upgrades and enhancements

•participate in the development and evaluation of SAP ERP-related request forms identifying business requirements to be implemented in SAP, requests for proposal (RFPs) or requests for information (RFIs) and other projects or studies to support planned business process improvements, enhancements and major projects

•with the goal of maximizing value and controlling costs, support the negotiation of service level agreements for application support services; monitor and provide input to the Bank’s IT vendor management lead on vendor performance on SAP HCM application service level agreements

Key Requirements:

•English and French essential

•functional in second official language (training will be provided to help the selected candidate reach the required level of fully functional)

•five to seven years of experience as an HR generalist

•knowledge of SAP ERP HCM functionality, acceptable IT change management and governance practices, and the ability to learn the Bank of Canada SAP ERP HCM configuration and integration points for other SAP modules

•generalist HR knowledge to inform and assist facilitation of HR requirements gathering, discussion of business risks and opportunities from an HR perspective

•knowledge of the Bank’s overall strategy, policies and procedures related to human capital management and how technology can be used to support efficiency and effectiveness

•demonstrated experience in SAP ERP HCM use, management and functionality, including updates, enhancements and new applications of the software to existing or new business issues

•SAP HCM training/certification in core SAP HCM modules

Assets:

•fully functional in second official language

•diploma or certification (CHRP) in Human Resources
