Job Summary

Reporting to the Deputy Chief of the Corporate Services Department, the Business Authority provides leadership and managerial direction to a team of Business and Information Analysts working on the design, configuration and deployment of an Enterprise Content Management (ECM) system (SharePoint 2013) across the Bank. The initial focus of the ECM Program is the design of a document management system with easy file, find and share capabilities. This will be deployed to successive business areas in 2014 and 2015. A later wave of the Program will extend the system to cover records management processes.

The Business Authority actively contributes to the leadership of the Program, promotes good communication across the ECM teams, manages key stakeholder and client engagements, and ensures that the product will meet business requirements.

Central Responsibilities:

• manage a team of approximately eight staff within Corporate Services
• represent and coordinate the interests of business functions (both end users across the Bank and information management requirements), and make recommendations on behalf of business functions to the Business Leader and Program Manager
• with input from the Business and Deployment Leads, prioritize work to ensure that the solution meets business needs
• with the support of the Program Manager and Project Manager, resolve business issues escalated by the project team or business users
• ensure sufficient participation by information management and business resources
• actively participate as a member of the ECM leadership team, and promote good communication and coordination across the Program
• create a healthy work climate for the team, build employee capability, support their professional development and enable employees to optimize their contribution
• chair the Senior Advisory and End User Representatives committees, and oversee the communication to Bank departments and key business stakeholders
• participate in Knowledge and Information Services (K&IS) leadership team meetings to ensure good communication and strategic alignment with the Program
• oversee all client consultations and delivery activities with support from Deployment Leads
• working with the Project Manager, develop work plans and resource allocation
• provide input for Corporate Services resources into the ECM budget and resource forecasts

Key Requirements:

• bachelor’s degree in commerce, business administration, information sciences or other related discipline

and

• at least 10 years of relevant work experience, including at least 2 years managing a team

or

• an equivalent combination of education and experience may be considered

in addition:

• English and French essential
• linguistic requirement: functional in second official language
• proven ability to present information clearly and concisely to a variety of stakeholders (including the ability to clarify complex information using clear and compelling written and oral communication skills) to advance the quality of decision making
• demonstrated ability to think strategically and conceptually and to translate high-level directions into practical plans and approaches
• solid analytical and problem-solving skills with the ability to develop sound business cases to support recommendations
• leadership experience, including action management, people/team leadership and the development of others
• ability to provide support, guidance and feedback to help others meet their objectives, performance targets and personal career goals
• solid interpersonal skills: ability to be a team builder who can develop and maintain good relationships and gain the confidence of other professionals to achieve common goals, including the ability to share expertise, provide constructive feedback and contribute ideas
• ability to indirectly influence others and effectively gain their commitment by using a network of contacts; ability to lead change by energizing others and taking actions to reinforce the change effort
• ability to negotiate effectively with business partners both within the Program and across the Bank
• demonstrated experience in setting priorities and monitoring projects and initiatives to ensure follow-through
• a strong track record in personnel management and project management, showing a progressive career path with extensive oversight responsibilities
• ability to maintain client focus, respond promptly, provide realistic commitments and take action to get things done
• ability to meet deadlines while working on multiple tasks – often under pressure and with shifting priorities

Assets:

• fully functional in second official language
• knowledge of Bank of Canada internal management processes (planning, budgeting, risk management)
• knowledge of Bank of Canada business functions
• experience in information management practices
• experience in systems development projects and related activities
• experience in agile project management
