The Financial Stability Department conducts analysis and research on questions relating to financial stability in Canada, including the assessment of the financial system's vulnerability to potentially stressful scenarios and the oversight of financial market infrastructures (FMIs) that could pose systemic risk. The department also conducts regular monitoring of the financial sector in Canada and abroad.
Under the general direction of the Director, you will lead the Securities Systems Oversight Division, which is accountable for supporting the Bank’s responsibility to oversee Canadian designated securities settlement systems and central counterparties. This division is also responsible for the development and publication of policy advice for Canadian FMIs regarding the implementation of the CPSS-IOSCO’s Principles for Financial Market Infrastructures domestically. In this regard, the Assistant Chief works closely with provincial securities regulators to facilitate co-operative oversight of jointly overseen FMIs. The division also works closely with the payment systems and international systems oversight divisions in conducting the Bank's oversight responsibilities under Canada’s Payment Clearing and Settlement Act. You will play a central role in developing the vision and strategic direction for the division, and contribute more generally to the direction of the department. You will ensure that your division’s work focuses on the Bank’s key priorities, and you will assist your staff in completing their projects efficiently and in drawing out the key insights.
• oversee designated Canadian securities settlement systems and central counterparties• conduct and oversee policy and analysis related to securities systems and central counterparties• coordinate with provincial securities regulators to facilitate effective co-operative oversight of jointly overseen FMIs• act as a business expert on securities settlement systems and central counterparties and related policy issues• provide input into the department’s strategic planning process and align the division’s objectives with departmental and corporate objectives• participate as an active member of the departmental management team• coordinate regular briefings, both written and oral, as well as more formal presentations, to senior management• manage a range of external bilateral and multilateral committee responsibilities at both the domestic and international levels• provide advice and guidance to your employees and colleagues • create a healthy work environment for employees by building their capability, supporting their professional development and enabling them to optimize their contribution• monitor work activities to ensure that quality and performance standards are met, and implement corrective measures to address any significant variances• develop and maintain effective and collaborative business relationships with internal and external entities by promoting information sharing among, and coordinating work with, other divisions within the Bank and other financial sector stakeholders working on related issues
