The Data and Statistics Office (DSO) manages the information used to support analysis within the monetary policy and financial system functions. Data-management staff liaise with data providers and data users, evaluate data quality, generate multiple reports and statistical information packages, and disseminate data in a wide variety of formats both internally and externally. DSO is the content owner for a variety of pages, packages and information available on the Bank of Canada’s external website and is responsible for creating the money and credit aggregates, as well as the Bank’s commodity price index. DSO jointly supports an information governance framework with the monetary policy and financial system functions.Under the general direction of the Manager, Financial Markets Team, the incumbent ensures the ongoing availability of data and the maintenance of data systems. The Senior Data Analyst is called upon to coordinate the work of colleagues, provide guidance to more junior colleagues and provide support to DSO Managers as required. The Senior Data Analyst acts as the intermediary between the Data Analysts and the Managers, using their experience, knowledge of data-management techniques, guidelines and judgment to resolve data problems that have sometimes never arisen before. As a team member of DSO, the incumbent solicits input and contributions from others to use the expertise of colleagues in finding the best solutions. The Senior Data Analyst represents the data group on various committees and participates in projects where an understanding and the ability to effectively communicate the use of data are critical to the success of these projects. The focal point of the Senior Data Analyst position is to provide analytic and advanced technical data support through the analysis of data needs, data quality and the production of data products, i.e., reports, tables, graphs, etc.
•lead the design of data standards and flows and modify them to support ongoing process and service improvements; perform the more complicated data construction and programming requests to meet client requirements and ensure that established standards are met•resolve non-standard data problems (such as multi-variable problems), ensuring consistency in the flow of data and the ongoing delivery of data; address non-standard data requests from various sources (internal clients, external parties); provide an explanation for data choices•provide advice to colleagues and clients regarding the gathering, manipulation and assessment of data to ensure that appropriate data-management practices are known and observed•monitor work processes and client service satisfaction and recommend changes for continuous improvement to Manager•maintain collaborative relationships with internal clients, counterparts and external contacts and suppliers to ensure the reliable flow of information from all sources•respond to client requests by interpreting requirements and offering appropriate options•lead the creation and documentation of processes, procedures and controls required to support the team’s data-management output•lead the work for type 1 or 2 projects, and participate in type 1 to 4 projects, ensuring that data-management requirements are accurately captured in project deliverables•participate in all aspects of User Acceptance Testing for system upgrades or redesigns•train and provide guidance to colleagues on processes, products, methodology and concepts•conduct research into the selection, application and implementation of database management tools
•a minimum of a bachelor’s degree in commerce, business, computer science, economics or data management •with three years of relevant work experience (i.e., updating databases, compiling data; gathering, manipulating and verifying accuracy and appropriateness of data; and leading the design and modification of standard data models) or•an equivalent combination of education and experience may be consideredin addition•English or French essential •proven ability to work with data-management practices and concepts•solid analytic and problem-solving skills with the ability to make sound decisions when giving advice or making recommendations•ability to obtain co-operation from others to achieve common goals, with basic leadership skills•solid interpersonal skills (team player): share expertise, provide constructive feedback and contribute ideas to achieve common goals•demonstrated experience in setting priorities and monitoring projects and initiatives and in ensuring follow-through•strong communication skills, both oral and written•proven ability to adapt to changes•demonstrated ability to take initiative •ability to maintain a positive attitude when facing changes or adversity•ability to help and coach junior colleagues to find solutions to problems
•functional in second official language•relevant designation (CSC, CGA, CMA, CFA, etc.) •knowledge of financial markets•knowledge of the DSO and economics departments at the Bank of Canada•experience using Cognos, Infosphere DataStage and/or FAME•experience in using Microsoft Excel to aggregate, transform and present data•experience participating on concurrent projects or areas of responsibility
