Job Summary

The Payroll Services Representative works in an HR Centre environment (using telephony, SAP HR/Payroll system, web-based technology and face-to-face interactions). This is one of four positions in the payroll team; the other positions are the Payroll Manager and two Payroll Specialists. This position requires interaction with clients (employees, managers and pensioners), external clients and colleagues at various levels to deliver information, assistance and services, either independently or in collaboration with others to resolve client/colleague issues, concerns and needs.

Although this position encounters problems that are somewhat recurring and routine, some problems can be complex and will require the Payroll Services Representative to understand the bigger picture/issues in order to gather the appropriate information, ask the right questions, troubleshoot, perform data analysis, know when to seek advice from colleagues and superiors, escalate issues as appropriate and actively participate in the development of new procedures to address the problems encountered.

Central Responsibilities:

• be responsible for completing all payroll transactions in a timely manner and ensure the correct processing of employee data and payments as per the established payroll processing schedule
• validate employee new hire/leave of absence/termination files and, as required, calculate pro-rated payments and recoveries
• process all United Way, Canada Savings Bonds or other deductions for employees and pensioners
• process employee garnishments received from Revenue Quebec, Canada Revenue Agency, Family Support, and other employee garnishments received from various agencies to ensure that all remittances are processed as per legislated requirements
• be responsible for filing with the Canada Employment Insurance Commission all of the required documentation for Records of Employment as per legislated requirements
• generate reports to reconcile biweekly and/or monthly payroll activities, including employee contributions to pension plans as well as deductions for British Columbia Provincial Health Plan, Pacific Blue Cross, the United Way, and la Sociιtι de transport de l’Outaouais
• respond to client inquiries, verbal and written, internal and external, with the appropriate HR/Payroll information as per standards and regulations set under the Privacy Act

Key Requirements:

• post-secondary diploma in a field related to business administration, human resources or accounting

and

• minimum of three years of experience processing for a full-cycle payroll, preferably in an organization of 1,000 or more employees

or

• an equivalent combination of education and experience may be considered

in addition:

• English and French essential
• linguistic requirement: functional in second official language
• very strong knowledge of Microsoft Excel
• sound knowledge of the methods, techniques and practices required for the effective and efficient provision of payroll services
• knowledge of verification procedures and payroll computations to resolve payroll issues
• qualified as a Payroll Compliance Practitioner or working toward certification
• ability to work both independently and as part of a team
• excellent communication skills with the ability to interact with internal and external resources; strong customer-service orientation
• strong analytical skills

Assets:

• fully functional in second official language
• proficiency with SAP HR/Payroll automated system
