Department info

The Funds Management and Banking Department (FBD) oversees the funding and investment of Canada’s foreign exchange reserves, the management of the federal government’s wholesale and retail debt programs, and the investment of the Bank of Canada’s pension fund. FBD also manages the financial risk associated with these funds-management activities and provides back-office payment and settlement services to the federal government, foreign central banks, and key national and international payments organizations. Finally, the department is responsible for recommendations to the Department of Finance on the policies and strategic direction for the Bank of Canada’s funds-management activities.

The Research Division undertakes research and analysis relevant to payment, clearing and settlement systems (PCSS) and funds management. The main activities of the team are to:

•conduct economic research and analysis on PCSS to better understand the behaviour of participants, system interlinkages and system configurations, focusing on the implications for safety and efficiency

•conduct a funds-management research program, including portfolio optimization for the government’s domestic debt, foreign reserve portfolios and the Bank’s pension fund, and applied yield curve modelling

Job Summary

Under the general direction of the Research Director, you lead a team of Senior Analysts, Principal Researchers and Research Assistants who conduct research on topics of interest to the department such as the safety and efficiency of payment, clearing and settlement systems, and the management of the government’s domestic debt, foreign reserves and the Banks’ pension fund portfolios. The objective of the research undertaken in the department is to influence the formulation and implementation of Bank policy and advance research in relevant fields.

Central Responsibilities

•develop the vision and strategic direction for the division, and contribute more generally to the direction of the department

•participate in the development and implementation of work plans and other departmental activities, support the department’s broad management objectives and provide input to its strategic direction

•work in conjunction with the Research Director to ensure that your team’s work is focused on the Bank’s key priorities

•provide leadership to the members of the team, coaching them as needed and, more generally, ensuring high-quality work

•ensure that your staff is well informed regarding relevant developments in economics and finance, policy issues, and in quantitative and statistical techniques

•maintain contacts with other researchers and policy advisers through publications, seminars and conferences

•represent the department on Bank-wide committees

Key Requirements

•PhD in economics or finance

•a minimum of five years of work experience in performing economic analysis that resulted in published research papers and/or significant contributions to policy

in addition

•English and French are essential, however qualified candidates who are not bilingual will be offered assistance to become bilingual at the functional level

•excellent analytical, research and problem-solving skills, including a high level of initiative

•strong interpersonal, coaching and communication skills, both oral and written, including the capacity to edit and improve the clarity and analytic content of the work of other staff

•promote integration and co-operation across divisions and departments, and communicate and work effectively with Bank management

•successful management and leadership skills in a research team; including ability to coach and provide feedback to research economists on their work and in their broader development, with the ability to manage collaborative work effectively

•ability to establish a clear vision for the division and to develop a research agenda that supports the priorities of the Bank

•ability to provide policy advice based on research, and ability to anticipate the research needs of the Bank of Canada

•commitment to learning and self-development

•demonstrated ability to conduct research projects on policy issues relevant to the funds-management function, and to publish them in Bank and external publications

•familiarity with the funds-management or banking activities of the Bank of Canada
