Information Technology Services’ (ITS) role is to ensure that information technologies at the Bank work well together and are able to respond quickly to changing business needs. The department is the primary information technology service provider for the Bank of Canada, and as such, facilitates the fulfillment of the Bank’s mandate. The work of the department is organized into three business lines: Strategic Programs; Operations and the Bank-wide Project Support Office. The three business lines work together to provide and sustain reliable, standardized IT services and environments, and to deliver advanced technologies that enhance business value and support the Bank’s priorities.
The Director’s primary focus is to provide strategic direction and leadership for bank-wide project and portfolio management; ITS business planning and related policy; and, planning and performance management activities. He/she ensures that proper project management practices, systems and controls are in place to guarantee effective delivery and realization of value of large strategically important Bank-wide initiatives. This includes facilitated coordination to ensure an integrated and collaborative approach is taken for all strategic initiatives. The Director designs and leads the governance activities related to projects which enable the Bank to meet the strategic objectives of the Medium Term Plan. He/she fosters relations with senior management and provides strong and candid advice, including robust challenge where required, to define the ideal project team to enhance the service delivery of operational objectives. He/she advises senior stakeholders on best practices in project management and the health of projects underway.
• Provides expert leadership, guidance and advice on project management methodology to stakeholders Bank-wide.• Leads and oversees the supply of project management resources and implements systems for identifying and developing project management expertise to enable delivery.• Fosters and sustains quality relationships with key stakeholders across the Bank to strengthen commitment and use of expert project management resources and methods.• Provides leadership in the planning and establishment of portfolios and projects, including the identification of appropriate resources, managing the transition process to delivery teams, and conducting performance measurement to ensure outcomes are achieved according to the business case.• Mentors and coaches individuals and teams to leverage opportunities that will enhance overall performance and create value for the employee.• Performs individual project manager capability assessments and recommends development programs to increase individual project manager skills and experience• Provides direction in the development and implementation of portfolio and project governance models that ensure consistent enterprise portfolio and project management standards and processes are utilized.• Leads the development, evaluation and management of the processes and tools required to establish Bank-wide project, portfolio and reporting standards.• Leads business planning and resource management, optimization of resource requirements and resource allocation across all project activity.• Develops the framework for fundamental project management skills to ensure consistency and effective tracking of project status• Champions the recognition of a project management career path, ensuring a link to organizational reward and recognition systems, performance evaluation and development systems and management structure• Defines change and risk management strategies to assure early identification and complete expeditious resolution• Applies knowledge of change dynamics through adoption of appropriate leadership behaviours, sensitivity and decision-making required to ensure the organization achieves the desired future state in a timely, cost-effective manner.• Develops and maintains an organization of professional contributors, with the appropriate skills and competencies to meet departmental objectives, and creates a favourable organizational climate such that staff are motivated and committed to deliver to the best of their abilities.• Acts as a key member of the senior leadership team by participating in the review, approval and alignment of annual business plans. Leads the 3-year Medium Term Planning process for ITS, including the development and publication of the annual departmental Entente, budget, stewardship, and risk management. • Develops IT standards and procedures, in response to corporate policies and guidelines, and works in congruence with colleagues to ensure the department is knowledgeable and responsive to these standards.
The ideal candidate will possess the following skills and leadership attributes:• Bachelor’s or Master’s degree in Computer Science or Business Administration, or comparable educational accreditation/certification• In-depth understanding of the Bank of Canada, its mandate, functions, governance and administrative framework.• At least 7 years of project management experience leading large scale projects• Comprehensive project operations knowledge (functions, systems, processes, procedures, objectives, measures, metrics)• Experience in operations analysis and data analytics for decision support• Experience leading and developing high performing teams• Proven ability to build and maintain strong partnerships with senior colleagues• Well-developed communication and influencing skills • Project Management Professional (PMP) accreditation considered an assetInteractions with staff and stakeholders will be in either French or English, requiring a fully-functional second language proficiency level.
