LOCATION(S): 

Preference is for the position to be based in the region (approximately 50% of time) however candidates living within reasonable travel distances by air or road can also be considered (telework).

NATURE OF WORK

The Director of Regional School Operations (DRSO) leads the development and implementation of local pedagogical plans in support of the Pedagogical Strategy for the region under his/her supervision.

Reporting to the DDG Pedagogy, the Director of Regional School Operations (DRSO) works directly with the other Director of Regional School Operations to ensure consistent and effective support offerings in the operations of the schools in the specified areas. The DRSO acts as a portfolio lead in areas such as school improvement and data management.

Additionally, the DRSO works across all areas of the CSB, such as Human Resources, Information Technology, Material Resources, Finance, etc., to ensure support to the region. The Director of Regional School Operations leads by example, fosters a spirit of teamwork, engages employees, and facilitates a workplace culture in keeping with the CSB organizational values.

CHARACTERISTIC FUNCTIONS

Departmental Responsibilities:

Collaborate with the Deputy Director General - Pedagogy in the development and execution of the departmental strategic initiatives and annual action plan for the Youth Sector, in support of the CSB Strategic Action Plan.

Contribute to the preparation of the departmental budget and monitor budget of select operations /projects.

Participate in the development and implementation of departmental initiatives, processes, internal procedures and policies, and ensure monitoring, as well as compliance in line with key performance measures.

Implement and maintain up-to-date efficient and effective systems, databases/ files and administrative standards that respond to the needs of the department while supporting the overall organization and ensuring alignment with legal and governance requirements.

Coordinate and/or prepare and analyze select reports and circulate, as appropriate. Establish and maintain effective communications and relations within his/her sector, across the CSB and with external stakeholders.

Provide pertinent information to and respond to queries from internal and external stakeholders, as required.

Role-Specific Responsibilities:

Functional Responsibilities: For the schools under his/her supervision

Develop and implement a regional school strategy in support of the Youth Sector Pedagogical strategy and priorities.

Supervise, support and evaluate of all Youth Sector School Principals in his/her region Visits schools throughout the year to provide in person support, guidance, and coaching;

Ensure the successful development, implementation, monitoring, and assessment of Local School Improvement Plans (LSIPS) aimed at achieving measurable improvements in student achievement.

Ensure school and student data is appropriately collected, managed, analysed, and reported on, and that student data is used to influence Board and school decisions aimed at improving student achievement.

Supervise the preparation of teacher allocations throughout the Board, ensuring that the appropriate consultations are carried out with School Principals and the departments of Finance and Human Resources.

Collaborate with the Deputy Director General of Operations on the effective working relationship between the Community Education Administrators (CEAs) and School Principals;

As portfolio lead for assigned area, ensure tools, processes, and timelines are up to date;

Support other DRSOs in the implementation and operations in their regions.

Liaise across the CSB to ensure support to the principals and schools in his/her region; Support the principals in navigating the CSB. Other duties as assigned by the DDG Pedagogy

Supervisory Responsibilities:

Plan and allocate staffing resources Determine staffing plan according to budget, including determining job duties Select or participate in selecting staff.

Provide coaching, leadership, motivation and guidance to staff, including goal setting, feedback and performance development planning Establish work priorities and resource requirements for the department Supervise employees under his/ her direct supervision

Key Competencies (Skills and Abilities):

Knowledge of related areas such as school management, supervision of instruction, budget management, etc.

Knowledge of Indigenous learning is an asset.

Demonstrated ability to work effectively across all levels and functions and to develop strong organizational knowledge.

Able to manage complex reporting relationships.

Adapts and responds positively to changing priorities in role and organization.

Ability to initiate, plan and manage projects.

Excellent leadership, interpersonal, collaboration and negotiation skills.

Well-developed listening, communication and decision-making skills.

  Demonstrated judgment and analytical skills Knowledge of Eeyou Istchee, CSB organization, stakeholders, and processes is an asset.

Experience with Microsoft platforms is an asset

REQUIRED QUALIFICATIONS

Bachelor’s degree in a relevant field, notably Education and a valid permanent Quebec teaching license (brevet)

Master’s degree in Education or relevant experience in education.

At least 8 years’ experience in pedagogy and solid experience in teaching and educational administration.

Experience as a principal is highly desired. Highly proficient oral and written English is required; Oral Cree is highly desired. Oral and written French is a definite asset.

 CONDITIONS OF EMPLOYMENT*

Regular full-time position.

35hrs/week.

 Travel is required, typically across Eeyou Istchee and occasionally to Montreal or similar.

*The holder of the position may be entitled to certain benefits (vacation, statutory holidays, Northern allowance, housing and outings).

*Given the current salary regulations and guidelines at the Cree School Board, candidates from another Quebec School Board will be able to obtain a salary as per the scale above-mentioned. However, candidates that are not from the education sector are not eligible to a salary above the midpoint of the position's salary scale.
