About the position

With the rapid and continuous evolution of technologies in the workplace and the broader economy, the enhanced focus on resilience and cyber security, and the transition to cloud-based solutions, Information Technology Services is evolving its business model. The Bank more broadly is also evolving its financial management practices related to technological investments.

Reporting to the Director of Financial Planning and Advice in Financial Services and matrixed to the Deputy Managing Director of ITS, you are a strategic partner to ITS and a financial management expert. You oversee the development and implementation of innovative solutions to maximize the use of IT resources to achieve the Bank’s mandate while ensuring the sound management of Bank financial resources. You lead a small team of financial management experts. You are an ambassador of Financial Services and ensure Financial Services’ methodologies are adhered to, and you contribute to their continued evolution.

Your future responsibilities

• provide financial advice to the Chief Information Officer and his senior leadership team
• design and promote financial management frameworks for ITS and large Bank IT programs to ensure adherence to corporate policies related to financial management, reporting and controls
• develop approaches that raise awareness about the drivers for Bank technological expenses and further integrate processes that support technological investment decisions
• contribute to the IT strategy and medium-term plans, including developing a financial plan and evergreen strategy
• provide strategic advice on how to further leverage external partners (e.g., setup of contracts, preferred supplier arrangements)
• keep abreast of IT-related strategic financial matters by maintaining industry knowledge and networks outside the Bank
• oversee the financial management of ITS resources, including analysis of a variety of business and financial information, for the purpose of providing direction and support, making recommendations, maximizing use of funds, and ensuring ITS operations are within budget

Your education and experience

• a university degree in a related field with a recognized Canadian (or reciprocal) accounting designation (CPA, CA/CPA, CMA/CPA, CGA) and a minimum of eight years of related experience that includes a minimum of seven years of experience in information technology planning, forecasting and reporting for senior management and a minimum of three years of work experience at a mid-managerial level with direct reports
• an equivalent combination of education and experience may be considered

Your knowledge and skills

• intellectual leadership and broad experience in different aspects of financial management, accounting and project support
• sound knowledge and experience in the information technology industry
• ability to provide sound strategic financial management advice and guidance at all levels within an organization
• excellent ability to communicate effectively both orally and in writing, including conveying complex and sensitive information in an appropriate manner
• strategic outlook and ability to conceptualize, distill and synthesize business issues clearly, and guide others in finding effective and creative solutions
• inspirational leadership and team-mentoring skills
• strong focus on outcomes and demonstrated ability to manage changing priorities

• knowledge of Canadian banking processes
• experience working within an integrated SAP enterprise resource planning system
• work experience in both the public and private sectors
• experience working within an office that monitors the health of projects and ensures a project methodology is followed
• project management experience and/or Project Management Professional certification

• The salary range at hire for this position is typically from $110,918 to $129,404 ) (job grade 19), when you meet all qualifications and experience
• Performance pay for successfully meeting or exceeding expectations (7 to 10% or 15% of your salary, respectively)
