Scope:

Under the OMERS Worldwide brand, our team of investment professionals uses a direct-drive, active management investment strategy to invest in public and private market assets through our offices in Toronto, Calgary, New York and London.

Reporting to the VP, Investment Risk Management, this role is an integral member of the Investment Risk Management team, accountable for providing policy leadership in a wide range of investment risk functions.

The position facilitates the risk and investment policy review process throughout the OMERS Enterprise in order to develop and maintain Enterprise-wide investment policies. This position also contributes to Total Fund Investment Risk Management through contributions to and support of the asset/liability management process and other investment risk management activities.

The Director Risk and Investment Policy will:
• Manage the Risk and Investment Policy development, maintenance and review process at OMERS;
• Coordinate and facilitate OMERS activities with respect to responsible investing;
• Support and be part of the investment risk management team;
• Develop relationships across the Enterprise and senior management of the Investment Entities; and
• Provide direction to the VP, Investment Risk Management, the Chief Operating Officer, the Chief Financial Officer and the Chief Investment Officer on Total Fund risk and investment policy issues, as needed.

The role is accountable for execution of the following:
• Facilitating the review and revision to OMERS Risk and Investment Policies;
• Reviewing and researching the development of new Investment Policies;
• Coordinating OMERS activities with respect to responsible investing; and
• Supporting the investment risk management and Asset/Liability Management process.

Responsibilities:

• Maintain and enhance the OMERS investment and risk policy review process.
• Monitor and analyze changes to the OMERS pension plans as well as pension reform (legislative and regulatory, provincial and federal) which may affect investment policies.
• Facilitate and coordinate OMERS strategy with respect to responsible investing.
• Support Investment Risk Management roles (i.e. asset/liability management process, Investment benchmarks, Quarterly Risk Report, etc.).
• Uphold and demonstrate OMERS Vision and Core Values when dealing with clients, both internal and external.
• Develop and maintain strong relationships with OMERS peers.
• Prepare and present written reports and presentations to senior management and the OAC Board.
• Through the Investment Risk Management Committee, recommend actions and strategies to fulfill the Investment Risk Management mandate.
• Establish and maintain effective working relationships with all staff involved in investment activities at OMERS and act in a manner consistent with OMERS core values. Work with consultants and cross-enterprise investment risk teams including senior management.

Qualifications:

• An advanced degree in finance, economics or equivalent coupled with a keen desire to learn and to constantly improve one’s knowledge.
• At least 10 years’ experience in the investment industry (i.e., pension plan, insurance industry) in a risk policy development or investment research capacity. Pension fund experience would be an asset.
• Knowledge and/or experience with respect to responsible investing would be an asset.
• Exceptional report writing and communication skills. Ability to clearly communicate complex subject matter to non-technical audiences.
• Exceptional team player – demonstrated ability to work in a team environment and provide constructive feedback with an ability to build and maintain relationships across the organization.
• Highly proficient in Microsoft Office.
• Knowledge of all major asset classes including alternative asset classes (i.e. private equity, infrastructure and real estate) and markets.
• Strong analytical skills.
• Demonstrated leadership and influencing skills.
• CFA charter holder or CFA candidate would be an asset.
