We are looking for a Manager, Mobility Construction and Radio Network to join the Xplornet Mobility team in Winnipeg, MB. This role is responsible for the planning, construction and operation of the Mobility network including, but not limited to the management of cross-functional team activities to ensure that the build team objectives are met, selecting sub-contractor and coordinating their activities, managing the build and associated budget, and ensuring in-stock equipment levels are adequate to meet build program demands.

Key responsibilities include:

• The planning, building and operation of the mobility radio network architecture and associated OSS applications and tools
• Managing the radio network vendor relations and maintaining the technology roadmaps. Responsible for the RF coverage and program planning
• Scheduling and directing site construction activities in logical steps, budgeting proper time and resources required to meet deadlines defined in the build schedule. Working with the Manager and Project Manager to prepare and submit budget estimates. In consultation with Construction Managers, determine project labor requirements
• Creating and updating SAP system with vendor data, IO’s, PO’s for each build-related project. As work is completed, create a goods receipt on PO’s
• Regularly meeting with the construction team, build coordinators and site configuration team to ensure schedules are aligned
• Reviewing inventory levels and ensuring equipment required for the build program is available
• Updating the database to track program changes and progress on a daily basis
• Meeting with the Mobility team or contractors bi-weekly to track site contract progress and to determine workload priorities
• Ensuring the most cost-effective plan and schedule is implemented without compromising safety or build quality
• Generating weekly progress reports for Sales, Marketing and Xplornet management teams
• Providing a weekly progress update at MPT and weekly leadership team meeting
• Managing the ISED spectrum reporting requirements
• Ensuring all change orders/requests between team members and contractor representatives are properly documented

The ideal candidate will possess:

• Completion of a bachelor’s degree in Engineering or related field or equivalent combination of education and experience
• Minimum 10 years’ experience in the construction and operation of a mobile network
• Extensive experience in mobility construction and the tower attach processes with other carriers
• Knowledge and experience with mobility networks
• Previous experience in managing large projects or field forces
• An in-depth understanding of the various disciplines involved in the radio site construction process
• Ability to read, interpret and apply provisions of construction contracts
• Ability to read and interpret engineered drawings, and prepare estimates and schedules
• Knowledge of permitting and other construction requirements, as well as construction and maintenance techniques
• Working knowledge of all applicable acts, regulations and codes
• Solid team building skills
• Analytical and problem solving skills
• Strong decision making abilities
• Ability to effectively and appropriately delegate workload
• Effective written and verbal communication skills, with strong listening and stress management abilities
• Time management
