We are looking for a Manager, Mobility Core and Program Management to join the Xplornet Mobility team in Winnipeg, MB. This role is responsible for the planning, construction and operation of the mobility core network including, but not limited to, the management of cross-functional team activities to ensure that build team objectives are met, selecting sub-contractors and coordinating their activities, management of the build and associated budget, and ensuring in-stock equipment levels are adequate to meet build program demands.

Key responsibilities include:

• The planning, building and operation of the mobility core architecture, and associated applications such as voicemail, SMS, MMS, lawful intercept, etc.
• Managing the mobility program and overall scheduling and coordination of mobility site construction activities. Budgeting proper time and resources required to meet deadlines as defined in the build schedule. Working with the mobility team to prepare and submit budget estimates with an understanding of the project labor requirements
• Regularly meeting with the mobility construction team, build coordinators and site configuration team to ensure schedules are aligned. Manage the associated vendors and contractors
• All handset testing and certification including SIM testing and OTA systems
• Creating vendor data, IO’s and PO’s in SAP for each build-related project. Updating as work is completed with goods receipts on associated PO’s
• Updating the database to track program changes and progress on a daily basis
• Meeting with the mobility team or contractors bi-weekly to track site contract progress and to determine workload priorities
• Ensuring the most cost-effective plan and schedule is implemented without compromising safety or build quality
• Generating weekly progress reports for the Xplornet Sales, Marketing and management teams
• Providing weekly progress updates at MPT and weekly leadership team meeting
• Compiling reports on the mobility program-related spending for monthly budget reviews
• Ensuring all change orders and requests between team members and contractor representatives are properly documented

The ideal candidate will possess:

• Completion of a post-secondary diploma or degree in Engineering or related field. An equivalent combination of education and experience with also be considered
• Minimum 10 years’ experience in the build and operation of a mobile network
• Extensive experience in mobility construction and managing vendors/contractors
• Broad knowledge and experience with mobility networks, OSS, mobility applications and wireless handset testing
• Previous experience with managing large projects or field forces
• Knowledge pf the building and operations of a mobility core
• An in-depth understanding of the various disciplines involved in the mobility site construction process and the operation of a core network
• Ability the read, interpret and apply requirements for the mobility core contractors
• Ability to read and interpret engineered drawings, and prepare and estimate schedules
• Knowledge of permitting and other construction requirements, as well as all applicable acts, regulations and codes
