The Director of Information Systems Technology and Integration, is responsible for developing and overseeing the execution of the long-term Information Management (IM) strategy for Bluewater Health (BWH). This includes serving as the site operational lead for all IM projects, including the implementation of a new health information system (HIS) and back-office system replacement. This role works in partnership with TransForm Shared Services Organization (TransForm), the Regional Digital Health and Supply Chain Management provider, partner hospitals, provincial partners, and vendors. The role provides administrative oversight, fiscal responsibility, and accountability for the coordination of Information Services, including systems and infrastructure, working in conduit with TransForm. The role provides strategic and tactical leadership support to both the clinical and administrative disciplines in the design, build, and implementation of new systems. Also, with BWH being a member of the Sarnia/Lambton Ontario Health Team, the Director will participate and play a key role in envisioning the digital health strategy for the region.By following the BWH vision, mission and values this role will foster professional long-term relationships and build a culture of collaboration, excellence and innovation in partnership with internal and external stakeholders.
- Bachelors Degree in Engineering, Computer Science, Health/Business Administration, or health related discipline required- Masters degree an asset- Strong working knowledge of IT systems and infrastructure required- Project management and change management training an asset
- 5-7 years recent experience in leading Information System (IS) project implementation- 5-10 years progressive leadership experience- Previous hospital or healthcare experience preferred- Experience and ability to work with multiple stakeholders, including senior levels of the health system- Ability to demonstrate exceptional facilitation skills, including meeting facilitation with clinical and administrative stakeholders- Project management, change management and stakeholder engagement experience required- Excellent presentation, communication, and interpersonal skills required- Proven experience in identifying, monitoring and tracking project risks and issues, and making effective decisions/engaging project team members to develop risk mitigation/avoidance plans.
- Develop the long-term IS infrastructure, system, and device strategy (including access and security) and implementation plan to support BWH’s strategic direction and associated goals and objectives. - Serve as main operational BWH point of contact and liaison with TransForm.- Serve as the site lead for the organization’s planned HIS project- Provide leadership, guidance and facilitation, as evidenced through problem solving, decision-making, conflict resolution and prioritization in the advancement of all IS initiatives at BWH. Responsible for development and execution of the IS plans, timelines, and associated project budgets, in collaboration with key stakeholders. Oversee and coordinate the various clinical and administrative initiatives of all IS projects. Build project and process documentation framework for a sustainable steady state condition. - Guide and direct the implementation teams to create, implement and adhere to meaningful messaging, raising and maintaining awareness of all stakeholders (internal and external), maximizing involvement and ultimately adoption and ownership of advanced clinical and management information systems. - Design and execute an outcome and benefits realization plan for all IS projects, including an outline of quantitative and qualitative returns on investment.- Provide regular updates to VP Corporate Services and senior leadership regarding project and system improvement efforts, as a part of the change management and control process, including project scope, schedule, resources, risks and budget according to established methodologies.- In coordination with TransForm and internal system leads, monitor, implement and update all necessary Information Systems policies and practices to ensure ongoing compliance with the national Management Information System Standards (MIS), Personal Health Information Protection Act (PHIPA), Ontario Healthcare reporting Standards (OHRS), Accreditation Canada, and other Ministry reporting requirements. - Coordinate estimates and submissions for TransForm and BWH IS capital needs, as part of the Annual and 5-year Capital Planning Cycle. Provide IS scope and estimates in working with clinical and administrative teams for respective capital submission estimates that have technical implications. - Maintain a cooperative relationship among internal and external stakeholders including community partners and member of the Ontario Health Team (OHT). This includes engaging in productive communication, responding to requests, building rapport, and participating in team problem-solving. - Facilitate an interdisciplinary approach to problem solving and decision-making around program and service issues implicated by technology.- Chair the Health Information Technology Committee and the Information Management Operations Committee. This includes developing agendas and associated materials in alignment with current IS initiatives and strategizing on committee membership activity involvement for each session.- Recruit, orient, and involve Patient Experienced Partners as appropriate in IS projects to ensure development and implementation of solutions that meet patient-care needs.
