The manager directs and manages the multidisciplinary team by providing clinical leadership and consultation on diseases, diagnosis, testing, treatment, contact management and outbreak control The manager analyzes data/information, draws conclusions, develops action plans or program activities and determines the levels of services to be provided and the standards by which delivery will be evaluated.- As needed the manager applies legislation, regulations, protocols and guidelines pertaining to infectious disease management and infection control, occupational health and safety and privacy. The manager must exercise independent judgment to problem solve and provide direction to the multidisciplinary team or community partners.- It is the manager's responsibility to determine what case details and when to confer with the Medical Officer of Health and/or the Ministry on cases, outbreaks or other issues of public health importance The manager also serves as a point of contact for the Ministry for updates or new directives/guidelines.- Works with staff to develop strategies within the above risk factors to increase personal skills and education, build community capacity, create supportive environments, and develop and implement healthy public policy.- Provides planning, development, implementation, evaluation, and management of the Infectious Disease program in accordance with the Ontario Public Health Standards; and all aspects of the performance of the permanent and contract professional and administrative staff who deliver the programs This includes records management, responses for requests for information, implementation of privacy and security obligations.Program Planning and Development:- Develops, monitors and evaluates assigned programs and services.- Develops annual operational plans in consultation with assigned program staff and the Director.Leadership:- Provides direction and leadership in integrating the control of infectious diseases in the health unit ensuring that program decisions are based on evidence, best or promising practice.- Manages and provides leadership to the team as they plan, implement and evaluate assigned programs and services.Responsible for the day-to-day activities related to assigned program areas.- Responsible for all attendance management within the program Manages and approves vacation time, use of flex time and compensating time, leaves and other absences for assigned staff in accordance with agency policy.- Monitors and evaluates the performance of assigned staff through ongoing supervision and formal performance appraisals.- Identifies and plans for staffing levels to meet program needs, within allocated resources.- Reviews job descriptions for the selection of staff; participates in the recruitment of qualified individuals for hiring as required.- Provides on-call coverage per Agency guidelines.Assessment and Analysis:- Develops annual operational plans in consultation with assigned program staff, other Program Managers and the Division Director Establishes program goals, performance measures and outcome indicators, ensures mandates are met.- Monitors and analyzes the assigned program budget consulting with their Division Director and the Agency Finance staff as appropriate. Maintains the program budget within a 5% budget variance.- Participates in the development and implementation of strategies to operate within the approved budget.- Authorizes expenditures and approves invoices for program level spending in accordance with Agency policy for program managers.- Identifies information needs that are to be used to document and analyze program activities.- Develops grant proposals as appropriate.Partnerships, Collaboration:- Participates in implementing and evaluating an emergency response plan In the event of a community-wide emergency, may be assigned to fill one of the roles as described in the current Emergency Response Plan.- Liaises with external agencies on issues relating to public health programs and services.- Identifies and prioritizes the need for new community-based programs and services, works with staff and community agencies to implement identified needs.Communication:- Demonstrates effective handling of personal contacts with other managers, all staff, with members of the other organizations and with the general public to work toward common goals, to promote good will and to promote programs and services.- Establishes and maintains open communication with the staff and Director on relevant issues and exceptional, or precedent-setting, program issues.- Responds on behalf of MOH when requested on medical issues relating to infectious disease case management.- Establishes and maintains open communication with clients to promote understanding and assists in problem solving.Diversity and Inclusiveness:-Promotes the attitudes and practices that result in inclusive behaviours, practices, programs and policies.- Oversees and ensures staff is familiar with and trained in all aspects of their work through education programs, orientation, workshops, staff meetings, in-service training sessions, performance evaluation, individual counselling and by authorizing attendance at outside education conferences and seminars.Policy and Program Implementation:- Ensures that staff functions in accordance with relevant legislation, established Agency policies, procedures and guidelines. Abides by all employment legislation.- Ensures that client records are maintained according to established Agency policies and procedures and meet Privacy and the professional standards. Adheres to the collective agreement for union represented employees within their program.Ethics and Professionalism:- Ensures that all related practices within the program meet recognized professional standards (e.g. standards of the College of Nurses of Ontario, Health Protection and Promotion Act, and the Regulated Health Professions Act).

- Bachelor Degree in Nursing or Microbiology- Master's Degree in a health-related field including Public Health or Nursing (Master of Business/Public Administration or equivalent with Bachelor of Nursing/Environmental Health/Microbiology)- Strong background in a broad array of infectious diseases including those of Public Health significance- 4 to 6 years of experience in job specialty and 2 years management experience- 2 to 4 years of experience in program planning and evaluation, policy development; project management, human resources related issues/direct staff supervision preferred- RN or Nurse Practitioner registration an asset- Certification in Infection Control an assetSpecial skills and training:- Knowledge of legislation regarding infectious diseases, safety standards, and health promotion- Critical thinking, ability to analyze information- Communication skills; presentation skills- Ability to build consensus, function in a team environment- Basic knowledge of finance, administration functions, and strategic planning- Knowledge of program and workplace legislative requirements- Conflict management and negotiation skillsNote: If successful in the hiring process, it is important to understand that you would be an employee of a health care organization that believes strongly in the importance of vaccination as a necessary public health measure to control the spread of COVID-19.
